另外還提出了累進稅。即賺的越多繳的越多，而對於收入低下的農戶， 應當採取鼓勵免稅的方式， 不是單純的依照人頭來徵稅。

這些建議都帶著濃厚的現代風格，宋問也知道他們不會接受，且不會認同這些條例。因為它損害了大部分上層官員的利益。
